The Office of the Chief Counsel (OCC) provides legal expertise and advice to, and legal representation of, CBP officials and employees in matters relating to the activities and functions of the agency. OCC attorneys are responsible for preparing formal legal opinions on a wide variety of subject areas that fall within CBP’s broad mission responsibilities; reviewing proposed agency actions, including rulemakings, to ensure compliance with legal requirements; preparing agency filings in litigation; and representing CBP in administrative proceedings. OCC also supports the development and implementation of CBP programs and policies nationwide and outside of the U.S., providing high-quality legal advice and counsel in a fast-paced and dynamic environment.
